Seems the fab idea for this site comes from Leo Klein, based in Chicago US. I’ve just started exploring libSite, but I gather it allows you to recommend, rate and save sites to a favourites list. libSite also features a a blog, a wiki, RSS feeds and email alerts. And a LibSite Widget is available for people to place on their own sites.
